Planning your web site is essential, there aren't many ways to actually plan it.   It's all hard work.

1.  Think about what your web site is about.
2.  Develop an effective layout in your mind.
3.  Make a rough draft of this layout.
4.  Make the frame of the layout without content.
5.  Load your layout up in a browser, check to see if viewers can easily navigate them selves, see the content, and get an understanding of what the page is about.
6.  Make your web site.  Include pictures, excerpts, anything that'll make your web site related to the actual topic.  I've actually seen web sites about KoRn (Music) but have about 2 paragraphs about the rock band, and the rest about governmental strategic population control.  If you're going to label your web site, "ALL ABOUT KORN!" then make it all about KoRn.
